As written in the press, for a short period in the early 2000's the group of companies Rusagro by Vadim Moshkovich became the owner of several processing plants. But, as reported, those methods used for creating agro imperia were questionable.

They wrote that Moshkovich began buying companies from Krasnodar oil and fat plant. Shareholders were unwilling to sell their shares for nothing, and claimed that they were threatened with dismissal.

One of the shareholders named Ganizhev even complained to the Krasnodar prosecutor's office and Prosecutor General Vladimir Ustinov. In his statements the shareholder argued that Rusagro wrongfully by criminal methods captured the shares of the plant. Ganizhev, as a representative of the interests of 40 % shareholder, claimed that he had been suspended from voting at the meeting. He also told that his brother was searched after he and his brother refused to sell shares. Similar searches, as claimed Gajiyev, had been conducted with other shareholders. According to Ganizhev, Rusagro harmed shareholders by their actions of approximately $ 45 million.

It was reported that in the appeal to President of Russia workers of OAO "OFC" Krasnodarsky" wrote that Rusagro had not only appropriated the factory, but had collapsed it for three years: the productions got closed, workers got laid off. The employees claimed that before the arrival of new owners the factory had a net profit of around $ 7 million a year. Under Rusagro the declared income suddenly dropped to $ 250-300 thousand, that is almost 30 times.

As written in the press, after the Krasnodar Oil and Fat Combine was passed into the hands of Moshkovich, the quality of products became questionable. It was reported, for example, that for a time the plant was prohibited to produce the oil Natura. As written in the local press, that was because of low quality. But experts from St Petersburg Financial Trading Corporation "Polikor" made a warning to Vadim Moshkovich that production of the oil Natura in Krasnodar fraught for him civil and administrative liability.

According to the press, the General Directorate for Combating Economic Crimes in the Service of the criminal police, MIA of RF found that in June 2000, Vadim Moshkovich used his connections with the leadership of the State Reserve to receive 325 million rubles for pre-payment in OOO “Grechishkinskaya Grain Company” (Krasnodar region), controlled by him, under the supply of grain to the state reserve. According to data gathered by operatives, the sum of the loan agreements was transferred to commercial firms ZAO “Sugar Trading Company" and ZAO “Rusagro”. A portion of funds was sent to a certain company, registered on the man who had lost his passport. There was information that the money, received from the State, was allegedly spent not on the purchase of grain, but on the purchase of real estate, shares, debt payment of specific businesses and individuals. It was reported that one of those firms was OOO “Favorit Produkt” which supplies sunflower seeds in the Krasnodar Oil and Fat Combine of Moshkovich. After verification of the firm in December 2001, prosecutors opened a criminal case in Krasnodar. The companies included in the holding by Moshkovich, were searched. Judging by the detected documents, the company purchased agricultural products through fictitious companies, and used off-the book financial schemes and two "black" multi-currency accounts uncontrolled by accounting, as well they had double-entry bookkeeping and avoided tax.

But, as written in the press, after Moshkovich’s visit to Krasnodar the case was dismissed. As a result, many documents stayed neglected, including the transfer of nearly a billion rubles and $ 3 million - not reflected in the accounting - to various regions of Russia.

The name of Moshkovich was mentioned in the press in connection with the conflict around the Anninsky Oil Extraction Plant. It was reported that in 2001 group Razgulyay-Ukrros and Rusagro fought for the enterprise. They held a series of mutual lawsuits. In November 2001 the conflict ended with the fact that Razguliay sold its 40 % package to the opponent. As reported, there was no special love demonstrated for the competitor afterwards as well.

In 2002, Moshkovich told in an interview that in the history of his business some hostile takeovers against the will of enterprises’ management had occurred. But in this case, as Moshkovich claimed, dissenting leaders were left in the factory management.

Also they wrote that Vadim Moshkovich did not hide the fact that he had been "fighting against the government” for 2 years, evading payment of duties on sugar supplied to Russia, which, in his opinion, had been overstated. Moshkovich allegedly told that he transported large quantities of dissolved sugar in the guise of syrup through the border.

In 2003, the press described the conflict between “Rusagro” and "Russky sakhar”. It was reported that the conflict began in mid-2001. It was announced that Rusagro acquired 33% of the "Russky sakhar”. In summer 2002, the attitude of managers of the two companies began to deteriorate, and at the end of the year Rusagro stopped shipping crude to the refineries of "Russky sakhar”. Rusagro went to court, as the company claimed, as Moshkovich was virtually removed from the leadership of the Russky Sakhar . But in the end the parties agreed that Moshkovich gives up his stake in "Russky sakhar" to other shareholders, and gets 100% of Znamensky plant in return. Director General of “Russky Sakhar" Mikhail Lipsky said that Moshkovich wanted to get control over the whole company, but other shareholders rejected him. According to Lipsky, when the "Russky Sakhar " realized that Moshkovich was ready to act by any means to gain control of the company, they decided to give up the enterprise.

In autumn 2003, a conflict burst out because of Labinsky and Kropotkinsky sky OEC (Oil ExtractingCombine). As written in the press, then both companies were controlled by a group of companies "Russkaya Bakaleya”. Group Sigma first bought up about 60% of Kropotkinsky plant from minority shareholders and later captured the controlling stake in Labinsky OFC by buying up its debts. Then both packages, as "Sigma” stated, were sold to Rusagro. "Russkaya Bakaleya" continued to claim that both companies were in its ownership. The conflict turned into a number of courts and transition of enterprises from hand to hand with the police department SWAT Krasnodar region involved, as well as police and prosecutors, the FSB. In March 2005, the Group Rusagro announced that it managed to gain control over the OECs. At the same time the head of "Russkaya Bakaleya” Alexander Startsev said that he had sold his business, including stocks of the Labinsky and Kropotkinsky OEC. In March 2005 Holding NTP Group, acting on behalf of top manager of Alfa-Group Alexander Kurt, distributed information that the Holding bought up shares of the contentious business for $ 25 million from "Russian Bakaleya". Rusagro and NTP Group signed an agreement, agreeing on joint management of fat and oil assets.

upscale professionals left the plant. It was reported that every fourth employee left then. Besides Kropotkinsky plant sharply reduced production then and quality of the products decreased.

It was reported that it happened not only with the Kropotkinsky and Labinsky oil extraction plants, but also with Krasnodar OFC. The journalists wrote that the same persons tried to seize the factories and other enterprises in the country more than once. In this connection, it was mentioned of the withdrawal of registers of shareholders at the Nizhny Novgorod Oil and Fat Combine, and the struggle for Moscow OFC.

In early 2005, the Central Investigation Department at Moscow GUVD accused Vadim Moshkovich of fraud in a large scale, considering that in August 2003, he and his partners organized an illegal seizure of ZAO "Oil Extraction Plant 'Kropotkinsky ' and stole the company's shares at 1 million rubles . But the Prosecutor's Office immediately quashed the ruling to bring the head of Rusagro up for trial as a defendant, finding the measure as "premature".

It was reported that IKEA leases land for the shopping center "MEGA Teply Stan” from the "Masshtab". The Swedes signed a lease agreement for 49 years with the former owner of the land, and when Moshkovich acquired the land, they refused to rewrite the contract on new conditions. According to the press, in early 2010, Moscow Mayor's Office extended investment contract of OAO "Avgur Estate” (controlled by Senator Vadim Moshkovich) to build a business center on site of former bakery N 1 without penalty. Under the order signed by Mayor Yuri Luzhkov, "Avgur Estate" is allowed to pass an object into operation until December 2012, although originally the developer had to complete construction in 2009.
