Biography: 

He was born in 1961 in the city Serpuhov, Moscow region. He graduated from the Moscow Civil Engineering Institute named after V.V.Kuibyshev majoring in "Engineering". After graduation he worked for seven years at the Moscow Construction Board # 204 in various positions - from the handyman to the chief engineer, then he was appointed head of the Construction Management № 155, Moscow.

From 1993 to 2000 - General Director of ZAO “SU-155”. Mikhail Balakin privatized the company and began buying up loss-making factories, working in the construction industry. By the end of the 1990, SU-155 had become the company of full-cycle, self-generating most of the material for its own needs. In 2001, Balakin passed the business administration to hired managers and moved to the Moscow mayor's office as chief of the operational and regulatory directory of city programs implementation. He was responsible for the construction of municipal facilities and renovation of dilapidated housing stock. Under his leadership, House of Music on the Red Hills was erected, as well as new stage of the Bolshoy Theater, an artificial ski slope in Novoperedelkino, the library MSU. 

In 2005, Balakin resigned, citing the unsatisfactory state of affairs in the SU-155. The media assumed that the businessman had left City Hall as a result of the conflict with the head of the company Inteko, Elena Baturina, wife of the Moscow Mayor Yuri Luzhkov. The wife of Yuri Luzhkov is successfully developing her business; she also had designs on the development of a large city contract. Mikhail Balakin had run afoul of Elena Baturina repeatedly, since she owned a number of companies - direct competitors of the SU-155. In May 2009, the Department of Economic Security and Investigation Committee of the Ministry of Internal Affairs raided the Moscow office of the company SU-155 by Mikhail Balakin on the criminal case on illegal business activities and tax evasion. The criminal case was instituted on April 29 against the CEO of LLC “Mash Techno Center", Rashid Sibagatulin. According to investigators, in the period of 2003-2004 Sibagatulin, together with unidentified persons from the staff of organizations participating in the SU-155, was performing works under contracts with the group. In fact, OOO performed no work, but the company still had  money being transferred, which overall gave illegal income of more than 1.34 billion rubles. The criminal case was taken under special control the deputy interior Minister, head of the Investigation Committee, Alexey Anichin for Mayor of Moscow - Yuri Luzhkov.
