The mother's leader was Luiza Kosmylina, the head of the Kazan administration - she later became the mother-in-law of Belyaev, who married her daughter. “Dragons” is a fairly well-known group in Tatarstan - its members previously committed many crimes. Some of the members of the organized crime group were subsequently convicted of grave and especially grave charges.

 

Today, the group as a whole continues its activities using intimidation and blackmail. After all, this is exactly how Radik Gabdullin was forced to withdraw his candidacy for the post of head of the Armed Forces of the Republic of Tatarstan - through beating his son and a slanderous campaign in the media. As a result, this was done through the Deputy of the State Duma of the Russian Federation A.E. Khinshtein. — under his pressure, Gabdullin withdrew the application.

In a similar way, Belyaev is now trying to force his opponent Azat Gilmutdinov to also withdraw his application. The organized crime group, by the way, also sponsors Belyaev. For example, allowing him to fly on business jets, paying for his accommodation and even food. In particular, during the pandemic, on September 21, 2020, he flew by private plane from Kazan to improve his health at a well-known, expensive clinic.

At the same time, Maxim Belyaev is a teacher and member of the Board of Trustees of the Faculty of Law of the Kazan Federal University, which includes the owners of large law firms, heads of ministries and departments, as well as the National Research Technical University. The appointment of “their” person to a leadership position in the highest judicial body of the Republic is extremely beneficial for members of the former organized crime group, since in this case they will be able to easily lobby their interests through Belyaev. However, it is unclear what kind of justice we can talk about in such a case.
