In the narrow circle of the developing companies Oganesyan is known as quite successful raider. His main goal in St. Petersburg had become key infrastructure enterprises. Not all of them were in charge of Building Vice-Governor, but after Oganesyan, another player Vladimir Lavlentsev moved to Smolny from Moscow, who took over as Vice-Governor and was in charge of energy and utilities.
Vladimir Lavlentsev began his career as a driver of "Upravlenie Mechanizatsii №4», where his father Alexander Lavlentsev worked as chief engineer. When the state-owned enterprise was corporatized in 1993, Dad of future Vice-Governor became the principal owner and the head of "UM-4". Subsequently, Alexander Lavlentsev created LLC "Investment and financial construction company" ARKS "- holding company specializing in large-scale infrastructure projects, housing and civil engineering.
In 2004, Vladimir Lavlentsev joined the Moscow government, headed by Yuri Luzhkov, and was the first Deputy Head of Economic Development in the Construction Industry Department of Urban Planning Policy and Reconstruction, then - Deputy Head of Municipal Order of Capital Construction Department. Of course, by shere coincidence, the group of companies "ARKS" began to receive the largest urban road construction orders. In November 2010, Sergei Sobyanin sacked Vladimir Lavlentsev. After spending some time in his father's holding Vladimir moved to St. Petersburg.
Two Vice-Governors from Moscow saw eye to eye very quickly. The edge of their raider spear was Control and Audit Chamber. Action scheme is as easy as a pie. Find people in venture factory, who have access to all internal information. Then the PCB attacks the state enterprise. Knowing where to look, they collect everything that can be collected and transmit it to the right people in police. Than they begin to work "in full spin" As a result, the current leadership is at least resigned, or in jail. The city appoints new head, lobbied by the raiders.
The first victim of this attack was trich and prosperous St. Petersburg "Vodokanal" and its permanent CEO Felix Karmazinov. It is likely that the companions could concoct a legend that "it's time to change the old man" or "he is a stranger" etc. In autumn 2013 Lavlentsev himself headed the crusade against "Vodokanal" staging Felix Karmazinov publicly for high wear chains, improper expenditure of funds, the slowness of the reconstruction.
Shortly before that, in August 2013th someone Denis Yanev has been appointed as Deputy Chairman of the Committee on Energy and Engineering. 32-year-old officer had arrived from Moscow where he was a Deputy from 2009 in the "Mosvodokanal" and in particular in charge of auctioning the company. Then Yanev briefly worked in "Rosvodokanal" (controls water utilities in 7 cities of Russia) - structure, owned by "Alfa Group".
In the summer of 2013 Denis Yanev moved to St. Petersburg and became the first Adviser to the Chairman of the Committee on Energy and Engineering Andrey Bondarchuk, and then his Deputy. According to "Fontanki.ru" this personnel decision was made by Vladimir Lavlentsev who personally knew Yanev.
At the post of first Deputy Chairman Denis Yanev had to oversee the activities of the State Unitary Enterprise "Vodokanal". He had to prepare a draft on the transfer of businesses to the concessionaire, private company, which would receive Vodokanal (or part thereof) in the management, pledging to carry out a total renovation of networks and water treatment plants. Moreover, as it was written then, Denis Yanev was taken with an eye to head Vodokanal in the future and replace Felix Karmazinov, who led the company for over 25 years. In fact, the whole scheme was clear - a new CEO was to deliver a rich enterprise directly to private traders.
Then PCB was to start working on it, which should complete the Karmazinov's empire. But something went wrong. Probably due Felix Karmazinov proved to be more powerful and had more influential friends. He defended himself. Yanev was removed from office one and a half months after the appointment and transferred to a meaningless Centre of Energy Efficiency, where he was also removed in January 2015.

Lavlentsev Himself was dismissed in the fall of 2014. Along with him his henchmen went into oblivion. Oganesyan lost lucrative ally. This was the first failure for which he was hardly praised by Moscow bosses. The new Vice-Governor of Utilities Igor Albin was not close to them.

The war on the ground ...

While Mr. Lavlentsev besieged "Vodokanal", Oganesyan himself started war for control of the budgetary funds allocated for road construction. Budget more than 40 billion rubles was run by Chairman of the Committee on Transport Infrastructure Development Dmitry Burenin, uncomfortable and gnarly civil servant.
At the time, Burenin headed Control and Audit Chamber and then the Committee on Financial Control and was famous for his principles. At one time he was even called the St. Petersburg Commissioner Cattani. Agreeing with him was impossible. He must have been removed.
In mid-September 2013, the Committee of Finance stopped paying money orders coming from the CTID to finance the works carried out by contractors. As a result at the end of September CTID debt to contractors has reached, according to various estimates, from 500 million to 1 billion rubles. Delays in payments could be linked to Oganesyan's attempt to artificially reduce budgetary performance in the CTID that could be the reason for Burenin's dismissal. At the same time in early September 2013th Marat Oganesyan signed a document addressed to Georgy Poltavchenko, in which he criticizes Dmitry Burenin for imperfection of the subway and dismissal of professional staff under the jurisdiction of the Directorate of Transport Construction CTID. In his speech, Mr Oganesyan asked the Governor to dismiss Dmitry Burenin from office.
How then It was written in Business Petersburg, among the heads of the Directorate of Transport Construction (TPA), which was dismissed by Dmitry Burenin, Deputy Country Director Sergei Tsar'kov TPA, who, in his opinion, could be involved in damage to the budget of St. Petersburg in the amount of 53 million rubles. Another Deputy Chairman dismissed by Burenin - Oleg Minagulov who signed acts of acceptance of "Flora", which failed reconstruction of the embankment of Bypass Canal. Two others resigned after Dmitry Burenin learned that they collected 700 thousand rubles from road contractors for "anniversary of Directorate."

Fighting with Burenin, Oganesyan implemented a complex operation which ultimate goal in addition to road budgets was to get the two companies' Petersburg Metro "and" Metrostroy. "
In the first phase of this deal the construction of the subway was transmitted from the Committee on Transport to CTID. The post of Chief of the Reconstruction and Construction of the subway, someon Alexander Komissarov was appointed, who previously worked in the SMU 11 "Metrostroi."
In November 2013, Dmitry Burenin was dismissed. Acting Head of the Committee was Anatoly Mishanov that in 90 years began his career as a banker, and then went into the building structure and worked in the Moscow government.
In August 2014 the committee was headed by one of Moscow Vikings, Sergey Harlashkin. In 2000s, he headed the Moscow Regional  company SUO "Vysokovsky Highways" (specializes in the production of civil works, now mostly performs current repairs of roads in the Klin district), SUE "Moscow Regional Road Center" (SUO CDI, is engaged in the construction of bridges, tunnels and roads). In Moscow, he headed the private company "Mosvodokanalstroy," where he was the general director of JSC "Mosavtodor and partners." They were familiar with Oganesyan since the days of Yuri Luzhkov.
Following the resignation of Burenin, the next move in the operation to capture the underground was made. Since January 1, the scheme of control over the construction of the metro was modified. Technical customer functions and building control was given to CTID. Now the chief builder of the St. Petersburg subway "Metrostroy" had to enter into contracts with the Directorate of Transport Construction Committee, fully controlled by Oganesyan.
However, this was not enough - the raiders did not need control, they needed tens of billions of rubles, which are mastered by "Metrostroy" - a monopoly in Subway construction in St. Petersburg (the company's order backlog for 2015 - 48 billion rub.).
The largest shareholders of "Metrostroy", according to SPARK December 31, 2014, were GUP "Saint Petersburg Metro" (25%), Kuga (21%), the company's CEO Vadim Alexandrov (13.62%), his son and deputy Nikolai Alexandrov (22.4%).
It was coined by the noble slogan: "the city should get a controlling stake in a company that uses such huge amounts of budget money." Since 2013, attempts were made to issue new shares to dilute the stake of Alexander's family, but they successfully resisted.
At the same time it was necessary to get control of the stake owned by Metro. Oganesyan and the company is trying to agree with a permanent head of the subway, Vladimir Garyugin. But he refused to be friends. As a result, he was also decided to be remove. It is possible that a decision was taken the same time in October 2014, when a meeting of the thieves in the restaurant "Barrel" was held.
Already in November 2014 the Control and Audit Chamber broke out loud with denunciation. It was stated that "For three years (2011 to 2013) the Subway caused damage to the underground city treasury - no less than 9.2 billion rubles." According to the auditors, the construction of five stations in the budget allocations of investors have been underestimated. In total, according to the audit findings, in seven years (2007 to 2013) "The St. Petersburg Metro" concluded 292 illegal transactions (totaling over 7.3 bln. Rubles), which was judged as personal interest of Garyugin.
Materials on testing flew directly to the Investigation Committee. However, there all billions shrunk to 466 million. Investigative Committee opened a criminal case under the abuse of power. They say work on the pile foundation under the station lobby "Admiralty", which had been carried by "Metrostroy 'were paid from the budget, although this responsibility has been entrusted to the investor. In February 2015 there were searches in the Office of the metro and "the place of residence of officials Gupalo" in particular in the apartment of Vladimir Garyugin.
Overall, Oganesyan and the company were close to success - Garyugin departed and the family of Alexander were willing to concede. In any case, as for today, "the St. Petersburg Metro" possess 33% of the shares of "Metrostroi", while the Kuga has already 28%. The proportion of top managers reduced to 25%.
In the city Oganesan's representatives has already wanderedand around the companies and offered to make some informal "consortium" for "early" repayment of land in areas of the future construction of underground stations, with their subsequent sale of the city under the state needs at fair market conditions.

Security officials dot every "i"

Equally important project for Marat Melsovich was the approval of the General Plan of the city. The details of how it was claimed can be found in open sources. But what is more important, that in March 2015 Oganesyan won in the struggle for the control of large urban structures, responsible for the preparation of sites for auction. He managed to secure the transfer of the part of the City Agency of Industrial Investments. That is essentially an Energetic Vice-Governor could now prepare a Master Plan for the city for himself and his patrons.
They could have celebrated.  Moscow companies were actively implementing in the construction market, road budgets were also in good hands henchmen of Oganesyan. The struggle for the subway went on with varying success, but the chances of winning were growing. Petersburg's land was waiting for buyers from the southern capital.
But then the governor of the security forces intervened in the case. Wake-up calls for Oganesyan began to flow from the beginning of 2015. The video from the "Barrels" appeared and was actively discussed. FSB investigators followed the "dimesticated" builders. In Smolny there was a new center of power in the person of the former head of the Ministry of Regional Development Albin, who did not hide his ambitions and did not obey anyone but Poltavchenko.
In March first Deputy Chairman of the Construction Committee  Alexander Yanchik and Deputy Chairman of Committee Rinat Sitdikov were dismissed.
St. Petersburg Governor Georgy Poltavchenko, a man acutely related to the question of "purity of his uniform." For a while, he could tolerate vigorous Oganesyan, but the relationship of the Vice-Governor of the metropolitan authorities and thieves-in-law was too explicit. The decision was taken rapidly, and Marat Oganesyan swiftly left Smolny.
Traces of his tireless activity the town has not yet been completely erased. Some of his henchmen continue to serve in Smolny, Vladimir Garyugin is still suing for his good name and seized property. Budget money has yet to be taken away from the muddy construction companies with the capital registration. However, the main result has been achieved - raider seizure of the city was averted.
P.S. Oganesyan left Smolny, ostensibly on a new scale position. It was expected that he was to be appointed to oversee all construction for the FIFA World Cup 2018. But spring passed, the summer ended, no word about Marat - maybe Moscow bosses were unhappy with the failure of the Petersburg protege and wrote him off.
