Dossier:

In 2001, a conflict arose between the owner of the Zlatoust Metallurgical Combine (ZMC), Mark Leyvikov and other owners of the assets of the business - a group of "Sinara” controlled by the co-owner of "Pipe Metallurgical Company” (PMC), Dmitry Pumpyansky. The parties could not agree on what was to be made on the ZMC. Disagreement turned into attempts by both sides to establish sole control over the enterprise. The struggle was accompanied by headline-making cases, which resulted in the victory of Marcus Leyvikov. In 2003, Sinara announced it had sold its shares, and it was no longer interested in ZMC. In 2004, on the basis of OAO “Zlatoustosky Metallurgical Combine” the Zlatoust Metallurgical Plant (ZMP) was established. Assets of ZMC were withdrawn in ZMP, and ZMP entered bankruptcy proceedings. The Sinarsky Plant (SinTZ) incorporated in PMC and the company “TranskhimService ", affiliated with Dmitry Pumpyansky - stated that ZMC owed them about 100 million rubles. SinTZ and TranshimService were recognized as creditors to ZMC and began to interfere in the procedure of its bankruptcy, blaming Leyvikov that he had withdrawn all the assets from the enterprise. In turn, the owner of ZMP argued that the conflict was initiated by the group of "Sinara " in order to obtain control over the enterprise. As written by the press, Leyvikov and Pumpyansky stopped trials in 2005, after having agreed on certain points, as they told.

According to the Internet portal skandaly.ru, Dmitry Pumpyansky began doing business in the Sverdlovsk region and had close relations with the representatives of the so-called organized criminal group (OCG) “Uralmash”. According to the year 2003 data, this criminal group controlled large sectors of the economy in the region. With reference to the opinion of observers, skandaly.ru reported that Pumpyansky owed his career to OCG "Uralamash”. Ostensibly, the group tried to access cash flows from oil and gas industry through Pumpyansky by establishing control over a significant share of the Russian pipe industry.

They wrote that allegedly criminal cases against Pumpyansky had been filed repeatedly, but every time they were stopped through the efforts of OCG Uralmash and local prosecutors. It was reported that in September 2002, Internal Affairs Directorate of Zlatoust opened a criminal case on the sale of 37 % of fictitious shares of Zlatoust Metallurgical Plant. According to investigators, using a fictitious extracts from the register of shareholders of the plant, Dmitry Pumpyansky allegedly sold 37-% stake in the company to three individuals.

It was reported also that, according to experts, Pumpyansky played a key role in the so-called "project TAGMET (Taganrog Metallurgical Combine). The company was in the center of the gangs fight. According to journalists, on the one hand former director general of the Combine, Sergei Bidash acted in the project TAGMET; he was associated with criminal groups in Rostov and Taganrog. On the other hand, as skandaly.ru reported, the enterprise was attacked by "Alfa Group”. As a result of months-long confrontation and armed seizes, the conflict ended in a “0-0 draw": "Alpha" has sold its stake, which the PMC had got shortly after. Thus, "skandaly.ru" concluded that in fact the winner turned out to be Pumpyansky and OCG Uralmash.

In the publication authors' opinion, it ws no coincidence that a series of killings happened after the arrival of PMC in Taganrog City. Reportedly the Mayor of Shiloh and the whole number of local businessmen and criminal authorities were found among the dead. Citing informed sources in the law enforcement forces, the edition writes that all those killings were related to the redistribution of spheres of influence among the gangs. As a result, OCG Uralmash with Pumpyansky gained control over not only "TAGMET and Taganrog seaport, but also the whole town with 300 thousand inhabitants. It is reported also that an events as in Taganrog, occurred in the Volga city, where the Volga Pipe Plant is, also a pipe empire by Dmitry Pumpyansky.

They wrote that in 2003 Pumpiansky experienced serious problems with a money refund to MDM for a stake in PMC. In order to justify delays in payments almost all plants belonging to the PMC, showed almost zero profit. And the money were derived abroad in different ways .

"Skandaly.ru" refers to PMC's problems with Gazprom: long time PMC allegedly blocked supplies of pipes to Gazprom in the amount of nearly $ 50 million.

In May 2003, in France, longtime friend and teammate of Pumpyansky, Ilya Kokarev was arrested, which, as the newspaper writes, for a long time laundered money for OCG “Uralmash” and Pumpyansky himself abroad. A large part currency funds of OCG Uralmash and Pumpyansky were controlled through Kokarev and after the arrest of Kokarev were frozen.

At the top of everything, they reported that Dmitry Pumpyansky manifested himself as a "patron" of some kind of arts: he was known as the owner of a local gay club "Clone" in Ekaterinburg known to a narrow circle of people. They rumored, as skandaly.ru reported, Pumpyanky opened the club not for money, but "for the soul."

ZAO "Rega Service”, a former shareholder of the two metals companies was going to sue a lawsuit against PMC demanding to compensate its losses from the transfer the property to one of its businesses. It was reported that damage to the company valued at more than $ 20 million. Shareholders of PMC and (or) PMC itself were to become the defendants. The essence of the claims by "Rega Service" was that some of beneficiaries in PMC allegedly were related to the withdrawal of assets from OAO "SP" Volzhsky Pipe Plant" and OAO "Volzhsky Pipe Plant” - EMK ", co-owned by Regal-Service. As written in the press, having learned in 2005 about the withdrawal of assets, "Rega Service” appealed to the prosecutor. But criminal charges of fraud were discontinued for the lack of evidence. The experts considered the claim by"Rega-Service” bleak. There is no information in the media whether “Rega Service" went to court or not.

Also they wrote Berezovsky allegedly introduced Pumpyansky to the late governor of the Krasnoyarsk region Alexander Lebed and several other vip-persons of the Russian politics and business.
